The IGF’s Mining Policy Framework Assessment: Panama outlines strengths and areas for improvement in Panama’s laws and policies to help the government improve mining-sector governance in accordance with the IGF’s cornerstone Mining Policy Framework (MPF). The MPF is focused on ensuring negative impacts are limited and financial benefits are shared, allowing governments to optimize mining-sector benefits to achieve poverty reduction, inclusive growth, social development, and environmental stewardship.
Ongoing support
To supplement Panama’s MPF assessment, the IGF is providing technical assistance and capacity building to help the government respond to the recommendations contained in the assessment report (published in December 2020). Areas of focus include environmental management, socio-economic and financial benefit optimization, and artisanal and small-scale mining (ASM).
For example, the IGF is working with Panama’s National Directorate of Mineral Resources and Environmental Ministry to develop mine security guidelines focused on processing plant, mine stability, and security management system inspections.
The IGF will also support the development of environmental management guidelines for inspections related to mine tailings, biodiversity protection, water management, and related contingency plans consistent with IGF’s Guidance for Governments: Environmental Management and Mining Governance.
The IGF is also providing workshops with officials to facilitate successful guideline implementation.
El IGF está ayudando a Panamá a fortalecer su gobernanza minera
La Evaluación del Marco de Políticas Mineras del IGF: Panamá, describe las fortalezas y áreas de mejora en las leyes y políticas mineras de Panamá para ayudar al Gobierno a mejorar la gobernanza del sector minero de acuerdo con el Marco de Políticas Mineras (MPM), piedra angular del IGF. El MPM se enfoca en garantizar que los impactos negativos sean limitados y los beneficios financieros sean compartidos, lo que permite a los Gobiernos optimizar los beneficios del sector minero para lograr la reducción de la pobreza, el crecimiento inclusivo, el desarrollo social y una gestión ambiental exitosa.
Apoyo actual
Para complementar la evaluación del MPM de Panamá, el IGF está ahora proveyendo asistencia técnica y capacitación para ayudar al Gobierno a implementar las recomendaciones del reporte de Evaluación del MPM (publicado en diciembre de 2020). Las áreas de enfoque incluyen: gestión ambiental, optimización de beneficios socio-económicos, de beneficios financieros y minería artesanal y en pequeña escala (MAPE).
Por ejemplo, el IGF se encuentra trabajando con la Dirección Nacional de Recursos Minerales y el Ministerio de Ambiente de Panamá para desarrollar guías de seguridad minera enfocadas en inspecciones de plantas de procesamiento, estabilidad de la mina y sistemas de gestión de seguridad.
El IGF también apoyará el desarrollo de guías de gestión ambiental para la fiscalización del Gobierno sobre relaves mineros, protección de la biodiversidad y gestión del agua y planes de contingencia en concordancia con la última Guía para Gobiernos del IGF: Gestión Ambiental y Gobernanza Minera.
Cada nueva guía es seguida por un taller organizado por el IGF para funcionarios panameños a fin de facilitar una implementación exitosa.
The IGF supports more than 75 member nations committed to leveraging mining for sustainable development to ensure negative impacts are limited and financial benefits are shared. It is devoted to optimizing the benefits of mining to achieve poverty reduction, inclusive growth, social development, and environmental stewardship. The International Institute for Sustainable Development has served as Secretariat for the IGF since October 2015. Core funding is provided by the Governments of Canada and the Netherlands.
