Workshop on Environmental Management and Mine Closure in Timor-Leste

In partnership with the Autoridade Nacional dos Minerais (ANM), the IGF delivered a five-day workshop in Dili, Timor-Leste, focused on environmental management and mine closure. Participants included representatives from relevant government ministries, academia, private environmental consulting firms, the Timor-Leste Geosciences Institute, and the state-owned mining company Murak Rai Timor. 

The training aimed to strengthen participants’ understanding of the impacts of mining throughout its lifecycle, approaches to environmental management, and effective strategies for mine closure planning and reclamation. 

Over the five days, participants engaged in classroom-based sessions covering good practices for conducting Environmental and Social Impact Assessments (ESIA) and managing water, waste, and biodiversity during the mining life cycle. Participants also focused on the top principles of mine closure, key elements of mine closure plans, as well as opportunities for post-mining land uses and leading practices in reclamation and mine closure cost estimation.  

To assess the current state of environmental management in the country’s mining sector, participants completed rapid self-assessments for water, waste, and biodiversity management, identifying key strengths and gaps. 

Participants then put their knowledge into practice during field visits to two mine sites – an active quarry and a rehabilitated quarry. These visits offered firsthand insight into the challenges and opportunities within Timor-Leste’s mining sector, bridging theory and real-world application.
