Large deposits of the soft, silvery-white metal are concentrated in the country\u2019s northwest provinces of Catamarca, Jujuy, and Salta. As electrification, the low-carbon energy transition, and other economic trends are <a href=\"https:\/\/source.benchmarkminerals.com\/article\/analysis-lithium-industry-needs-42-billion-to-meet-2030-demand\">expected<\/a> to further boost lithium demand, authorities are seeking to ensure that Argentina fully benefits from its mineral resources.<\/p>\n<p>Argentina\u2019s national Secretary of Mining recently hosted a <a href=\"https:\/\/www.igfmining.org\/stage\/event\/financial-benefits-lithium-argentina\/\">public discourse<\/a> on economic opportunities and challenges related to the lithium sector. The <a href=\"https:\/\/www.igfmining.org\/stage\">Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF)<\/a> and the German Agency for International Cooperation (GIZ) through <a href=\"https:\/\/minsus.net\">MinSus<\/a>, a project financed by the Federal Ministry for Economic Cooperation and Development (BMZ), co-organized the event and contributed to panel discussions focusing on national and provincial levels of government, respectively. Authorities can refer to publicly quoted prices to ensure transaction prices are accurate for common products, such as copper and gold. However, lithium transactions are largely executed in private, and prices are not easily accessible. Argentine officials are concerned that mining companies may use artificially low lithium prices in transactions between subsidiaries to reduce their tax payable to the government. Officials from Argentina\u2019s national tax authority and provincial revenue agencies in Catamarca, Jujuy, and Salta recognize that data from lithium price reporting agencies can serve as a reliable starting point for the lithium price discovery process and effective revenue collection in the sector. The IGF and OECD have recently published a <a href=\"https:\/\/www.igfmining.org\/stage\/resource\/determining-price-minerals\/#Lithium\">toolkit for policy-makers on lithium pricing<\/a>.<\/p>\n<h4>Argentina is Using State-Owned Enterprises to Raise Revenues and Access Information<\/h4>\n<p>While Argentina grants concessions to private companies for lithium exploitation, the provinces of Catamarca, Jujuy, and Salta have created state-owned enterprises\u00a0to participate\u00a0in and benefit\u00a0from extraction. Depending on their mandates, these enterprises can hold a stake in lithium projects or have the first right to purchase some of the lithium produced by private companies. In addition to taxes and royalties paid by the mining company, the Province of Jujuy is already collecting dividends through its enterprise, which holds an 8.5% stake in two mining companies. It also has purchasing priority over 5% of the lithium produced. In Argentina, these enterprises have not yet exercised their purchasing rights and, therefore, have not sold any lithium to date. State enterprises can also provide access to valuable information, such as prices in sales contracts, which can be used by tax administrators for sector-wide comparisons. However, they can also become a drain on government coffers if not managed appropriately. The use of state-owned enterprises is discussed at length in Chapter 8 of <em><a href=\"https:\/\/www.igfmining.org\/stage\/resource\/future-resource-taxation-10-policy-ideas-to-mobilize-mining-revenues\/\">The Future of Resource Taxation<\/a><\/em><em>,<\/em> co-published by the IGF and African Tax Administration Forum.<\/p>\n<h4>Financial Modelling is Helping Argentina Forecast Lithium Revenues<\/h4>\n<p>The GIZ has worked with the government to develop a unique financial model that provides a simplified view of the cash flow from a real lithium mining project in Jujuy province and compares the fiscal systems of Jujuy, Catamarca, Salta, Chile, and Bolivia. Officials are using this model to forecast revenues and determine how benefits are shared between provinces, state-owned enterprises, and the national government. The model also helps the government estimate the cost of tax incentives; incorporates various behavioral variables, such as tax avoidance; and can be modified to reflect different assumptions and parameters. Furthermore, the model has incorporated social and environmental parameters that can be adapted to the context specificities. This tool can help the national and provincial governments develop strong revenue management frameworks ahead of the expected rise in public revenue from the lithium sector.<\/p>\n<h4>Revenue Generation Is Just One Piece of the Benefits Puzzle<\/h4>\n<p>The government understands that it must ensure that the revenues coming from lithium extraction are invested transparently and efficiently to promote sustainable development. Minimizing socio-environmental risks, such as by addressing water-use challenges in the arid environment where the mining projects are located, is also a key issue. Furthermore, the government is seeking to create linkages to the lithium sector by promoting local suppliers, developing university research programs that aim to leverage technological know-how, and adding value to the lithium downstream. To help achieve these policy objectives in Argentina, GIZ and the United Nations Economic Commission for Latin America and the Caribbean are supporting the government in <a href=\"https:\/\/minsus.net\/minsus-participa-en-eventos-para-abordar-los-desafios-de-la-mineria-litifera-en-argentina\/\">developing territorial planning expertise<\/a>, promoting the <a href=\"https:\/\/minsus.net\/minsus-participa-en-el-foro-de-litio-desarrollado-por-cepal-durante-el-tercer-intercambio-de-experiencias-y-conocimientos\/\">exchange of technological advancements<\/a> upstream and downstream between the lithium-producing countries in the region, supporting efforts to <a href=\"https:\/\/minsus.net\/Media-Publicaciones\/20-recomendaciones-para-la-implementacion-de-eiti-a-nivel-subnacional-2\/\">implement<\/a> the Extractive Industries Transparency Initiative at the national and subnational levels, and developing a <a href=\"https:\/\/minsus.net\/Media-Publicaciones\/hoja-de-ruta-lineamientos-para-la-promocion-de-la-igualdad-y-equidad-de-genero-en-el-sector-minero\/\">gender strategy<\/a> for the mining sector.
