Capacity building is a core component of the BEPS in Mining Program, as it is more broadly within the IGF. Our work fits in with and expands the financial benefit optimization pillar of the IGF’s cornerstone Mining Policy Framework.
Together with our partners, the African Tax Administration Forum (ATAF), the Inter-American Centre of Tax Administrations (CIAT), and the Organisation for Economic Co-operation and Development (OECD), we help countries to strengthen mining fiscal regimes and revenue administration against the risk of BEPS. Our technical assistance is free of charge to our developing country members. We deliver support through multiple channels to maximize impact.

Trainings
We draw on local and international experts to design and deliver trainings that meet country-specific or regional capacity-building needs. Our flagship annual workshops on international taxation and the extractives sector support officials in important mining regions, including Africa, Asia-Pacific, and Latin America and the Caribbean. These workshops offer space for valuable discussion between countries regarding BEPS risks in the mining sector and an opportunity for officials to keep up with emerging policy and industry trends. Per request, we also provide country-specific trainings on both broad issues and specific topics, such as transfer pricing, tax incentives, or the valuation of specific minerals.

Audit Support
As part of Tax Inspectors Without Borders (TIWB), our experienced mining tax auditors and industry experts work hand-in-hand with local tax authorities on current mining audit cases. TIWB was launched jointly by the OECD and the United Nations Development Programme in 2015. It offers practical, hands-on assistance for developing counties seeking to gain tax audit knowledge and skills to collect their fair share of taxes from mining projects.
