Capacity Building

Capacity building is a core component of the BEPS in Mining Program, as it is more broadly within the IGF. Our work fits in with and expands upon pillar 2 of the IGF’s Mining Policy Framework, on financial benefit optimization.

Together with our partners, the African Tax Administration Forum (ATAF), the Inter-American Centre of Tax Administrations (CIAT), and the Organisation for Economic Co-operation and Development (OECD), we help countries to strengthen mining fiscal regimes and revenue administration against the risk of BEPS. Our technical assistance is free of charge to our developing country members. We deliver support through multiple channels to maximize impact.

Legal-and-Policy-Support-icon Legal and Policy

Qualified lawyers and fiscal specialists provide advice on drafting and implementing tax laws and policies relating to mining, including concession agreements.

Trainings-icon Trainings

Local and international experts deliver trainings targeting country or region-specific needs and implementation capacity.

In country training

  • Per request, we give in country trainings on the broad issues, such as  international taxation and the mining sector, or on specific topics, such as transfer pricing, tax incentives, or the valuation of specific minerals.
  • In November 2019, we went to Ouagadougou, Burkina Faso to (ireview the main BEPS risks, and (ii) understand and model tax incentives in the mining sector. The training brought together 32 representatives from various government agencies including the Ministry of Mines and Quarries; the Ministry of Finance, including the Tax AdministrationEITI liaison authorities, and a Member of Parliament.

Regional trainings

  • We conduct regional trainings to create an environment for discussion between countries regarding the main BEPS risks in the mining sectorWe have delivered two regional trainings to date, one for Latin American and Caribbean countries, and one for Francophone African countries.

Audit-Support-icon Audit Support

As part of Tax Inspectors Without Borders (TIWB), our experienced mining tax auditors and industry experts work hand-in-hand with local tax authorities on current mining audit cases. TIWB was launched jointly by the OECD and the United Nations Development Programme in 2015. It offers practical, hands-on assistance for developing counties seeking to gain tax audit knowledge and skills to collect their fair share of taxes from mining projects.
