Mining Expert Consultant: Democratic Republic of the Congo
The IGF is seeking a consultant to conduct an in-country consultation for a case study as part of the our project “New Tech, New Deal” funded by GIZ, which looks at the various types of technologies being adopted in the mining sector, and their likely implications for resource-rich countries, including on labour, skills, and local economic development.
The in-country consultation will consider how future technologies and digitization will affect the mining sector in DR Congo, and in particular how it can contribute to the development of the market for local procurement.
The consultation will focus on potential market dynamics for product development for and around the mining sector, and in particular on:
(i) The scope to increase mining procurement subcontracting market access for local businesses
(ii) New market opportunities to be created by digitalization and other new technologies
(iii) The extent to which there could be scope for young entrepreneurs (including but not limited to IT developers) to innovate in and supply the mining sector, especially in light of the adoption of new mining technologies
(iv) The gaps and challenges that would need to be addressed for local entrepreneurs to increase their business development and improve access mining markets (including skills gaps, access to credit, and technical requirements) and what options could be proposed for sustainable support
(v) Scoping out prospects for local mining-focused entrepreneurs to diversify their markets outside the mining sector, notably through a scan of wider economic opportunities.
The consultant will conduct structured interviews with a selection of key policy-makers, mining companies, local suppliers (in particular small and medium-sized enterprises [SMEs]), entrepreneurs and start-ups, garnering any information they might provide on market opportunities as a result of new and coming mining technologies.
The consultant will write up the results of the interviews in a report of approximately 10 to 15 pages.
The consulting expert will be supported in their efforts by the project team, particularly in terms of suggestions for interview candidates and in terms of assistance with introductions to candidates.
- At least 10 years of experience in the mining sector
- Familiarity with mining sector technology
- Advanced degree in a relevant area, preferably engineering
- Fluency in English and French
- Flexibility, ability to work independently to a deadline
Terms of Consultancy
The consulting expert will provide approximately 10 days equivalent of work starting on August 15, 2020 to September 30, 2020.
Location: Preferably in-country. IISD will not be applying for residency and work permits for this position on behalf of the applicant.
